The County of Noble intends to apply to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the state. The county is eligible for Program Year 2026 CDBG funding from the Allocation grant and the Neighborhood Revitalization Grant, provided the county meets the applicable program requirements. On February 9, 2026, Noble County conducted a public hearing to inform citizens about the CDBG programs. The hearing explained the National Objective, how these grants may be used, what activities are eligible, and other important program requirements.

Based on both citizen input and local officials' assessment of the county's needs, the county is proposing to undertake the following CDBG Program Year 2026 grant projects with the approximate grant amounts:

These projects are presumed to meet the LMC (Limited Clientele) and the LMA (Low/Mod Area) National Objective for the Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program.  The estimated project timeline is September 1, 2026, thru Dec. 31, 2028.

A second public hearing will be held on Wednesday, June 3, 2026, at 11:00 a.m. in the Noble County Commissioners office, 210 Courthouse Square, Caldwell, Ohio 43724, to give citizens an adequate opportunity to review and comment on the county's proposed application before submission to the Ohio Development Services Agency. Citizens are encouraged to attend this meeting on June 3rd to express their views and comments on the county's proposed application.
